Mostly this is in West, I think, where is called wrong for girls who are under 18 to having sex with older man. Is normal in many country, and if both people are wanting to do it, there is nothing wrong about it.
Where you live, would it be okay for a man of 22 to have sex with a girl of 8? If so, how about 3? Unless you say "yes" to both questions, you have an idea of the concept of "underage".

The age of consent in Singapore is 16, with exceptions for marriage at an earlier age. So it would appear that, unless that web site is wrong about the law in Singapore, you might want to revise your thinking on the subject, at least to the extent of acting in a manner to avoid jail.
