It seems reasonable to say that choice is always limited in some way or another, so perhaps in the ethical sense of choice, it might make sense to ask, could X have acted (chosen) in a different way than X did? If X had real options, then one could hold X responsible for his choice.
In this sense, it also seems reasonable to say that the more real options X had, the greater the number of options available to decide on an action, the more freedom X had
in that situation.
