Your signature... Ok, on the top below the welcome message of the page, you should see links. It's starts out with User CP and that is where you would click to go to your user control panel. Then 'Edit Signature' is the very first option on the left in settings and options. Click that and you'll see the editor box.

I believe a person has to have a few posts before they are able to become a full member and have access to this. I also go through and manually update users to 'full members' once I know they aren't robots or spammers. Just trying to keep the forum clean.
