Here's what my friend, who was sent there, told me (reposted by permission):

In response to your question: No, Macau was not a Victor Camp!! It was more of a concentration camp as far as I am concerned, but it was commonly known as the place for DT's (Detention Teens) which, like you said, was a forerunner of the Victor Camps and, from what I understand, was much worse. I did not experience Macau when it was the DT set-up.
DT's in Macau came first and people like Mene, Amber, Ben and others were some of the originals there, then came Victors and by the time I got to Macau all of that was no more.
I was lucky enough to come in when Macau was being run as a Horse Riding School and very
un-family oriented. It was a very system set-up with no rules and,as you can imagine, coming from the HCS and only hearing about how it used to be, I was petrified of what was going to happen to me. But my experience in Macau was not what most people think. In the end, I was fighting with the powers-that-be to stay!! How weird is that?!
All that to say, Macau was never a Victor Camp (at least, not that I'm aware of) and definitely not while I was there. All my sources say it was the brain child for all the camps and programs that followed in the Family but for sure one of the worst there was. (I'm glad I wasn't there when it was DT's-that's where they sent Mene right after the "Mene Series" came out and all the horror stories of what they did to the teens, still makes my skin crawl. Michael and Crystal were the ones in charge of that whole debacle. Remember them?)
