What's going on with your cousin is called incest, not rape. He is a consenting adult at this point in his life. That doesn't mean he isn't being emotionally coerced to do something he wouldn't initiate for himself if Mom just left him alone. There's not much you can do for your cousin except encourage him to get counseling. Many people who experience incest have drug and alcohol problems--it helps them cope with the conflict, anxiety and trauma of being violated as children. If he has a substance abuse problem, it is likely to get worse over time.
