Video request for a canadian documentary

I'm working on a documentary series who will be broadcast on a french canadian channel. The series is about different cults and the Children of God is one of the topics. And we would like to use some images of the video «Flirty Fishing in Osaka-Kobe, Japan». Do we have to ask a autorization to someone to use it? And is it possible to downloaded it with a good resolution?
