Why did they draw over faces so often in Family pubs?
I notice that in quite a few Family pubs individual faces are drawn over in comix style.
For example here:

I guess that in this case it was an artistic legerdemain to focus attention on the proper subject (Techi in this case).
Was this always the case, or was it also done to preserve anonymity or for other reasons? It seems like a bizarre artistic choice.
That page alone gives me the creeps, by the way.
