DELPHI – A former Carroll County public health nurse has been charged with practicing without a license and forgery. County Prosecutor Robert Ives filed six felony counts of forgery and 21 misdemeanor counts of practicing nursing without a license against Rebecca Lohmiller, 55, of Monticello.
