Appeals court denies bid for stay of nurse staffing ratios
SACRAMENTO - A state appeals court Thursday denied requests by Gov. Arnold Schwarzenegger to halt temporarily a lower court's order making California hospitals hire more nurses to meet new staffing requirements.
