SACRAMENTO - California's 400 hospitals considered options Monday that include hiring 4,000 nurses or shutting down medical units after a judge ordered them to provide immediately one nurse for each five patients and quashed a second emergency order by Gov. Arnold Schwarzenegger to delay it.
