TILTON – The Illinois Department of Public Health is investigating a complaint of mental abuse at Vermilion Manor Nursing Home. Kimberly Parker, spokeswoman with the department of public health, said Wednesday that the department is conducting an investigation into allegations of mental abuse at the county-owned nursing home on Catlin-Tilton Road.
