FAIRFIELD COUNTY - Criminal charges will not be filed against the Heartland-Fairfield Nursing Center after the death of a patient in September. A Fairfield County Grand Jury ruled Friday there was insufficient evidence to file charges in the death of Edith West at the nursing home.
