FRANCISVILLE -- St. Rita's nursing home would have been high and dry during Hurricane Katrina if not for the Army Corps of Engineers' "gross negligence" in designing and constructing levees that failed to protect St. Bernard Parish, a defense witness testified Tuesday in the negligent homicide trial of the owners of the home, where 35 elderly residents drowned.
