BATON ROUGE -- The state House narrowly rejected a plan this week to give Louisiana State University a $300 million down payment on a new teaching hospital in downtown New Orleans, handing an unexpected victory to U.S. Sen. David Vitter and others who have criticized the project as a threat to broader health-care changes sought by Republicans and private health-care interests.
