BATON ROUGE -- The Louisiana Recovery Authority agreed Thursday to make a $74 million down payment on a new teaching hospital in New Orleans, providing the first financial commitment to the permanent rebuilding of a public health-care safety net that was decimated by Hurricane Katrina.
